Patrick Ball
Chief Executive Officer
With more than 25 years of leadership experience, Patrick Ball has helped numerous teams develop strategic plans and build upon stable foundations to see their businesses succeed. His career led him to work with York Bank, now M&T, before serving in a leadership role with The Wolf Organization, as Director of Strategic Planning with WellSpan Health, and CEO of CTY Consulting Group.
Patrick joined the CBY board in 2014 and assumed the role of interim CEO in January 2020. He was named CEO in March 2022 when CBY Systems and CTY Consulting Group merged to create CBY Professional Services. Patrick has a bachelor’s in Accounting from Penn State and an MBA from Johns Hopkins.
He serves on four nonprofit boards and is a past board chair for United Way of York County and the American Red Cross Southcentral PA chapter. Patrick is married to Kelly, and they are the parents of Ashton and Bryce. They enjoy traveling and have named their dog, Mickey, after a character they often visit in Florida.
Susan Davis
Chief Growth Officer
Susan has more than 30 years of experience in business development. After a longtime career building relationships and developing client strategies in the banking industry, she joined CBY Professional Services to help increase the success of her business clients. Susan has a bachelor’s in Finance from Juniata College.
She is the managing director of the local chapter of Polka Dot Powerhouse, a connection group for women. She volunteers in her church, where she served as a youth leader, as well as the director of the worship design team. Susan is also a health and fitness advocate and the mother of three adult children, all graduates of Penn State University.
Theresa Sweeney-Miller
Chief Human Resource Officer, VP of HR Consulting
Theresa joined CBY Professional Services after years of experience leading organizations to leverage culture and the unique talents of people to successfully influence business growth. She has worked with global organizations like LyondellBasell and Glatfelter Paper and spent more than a decade as the HR Director with Harley-Davidson Motor Company. She has a bachelor’s degree from Cornell University’s Industrial and Labor Relations School, as well as an MBA from the Whitman School of Management, Syracuse University. She holds two human resource certifications, a SHRM certification, SHRM – SCP; and a HRCI certification, SPHR.
Theresa currently serves on the non-profit boards of the Byrnes Health Center and Chasing the Rainbows. She is married to Jimmy, and they have three children between them. Theresa enjoys running and has a goal to run a half marathon in every state. She is about halfway to her goal!
Vicki Hinson
Chief Financial Officer
Vicki has nearly three decades of experience leading multi-million-dollar businesses as a CFO, controller, and financial analyst. She worked with The Wolf Organization and Snyder’s Lance, among others, before joining CTY Consulting, which later merged with CBY Professional Services.
She has a bachelor’s in Accounting from Penn State University. Vicki and her husband, Tony, are opening a winery. They have four children, Anthony, Kayla, Kyleigh, and Kassidy.
Lisanne Gray
Business Development Executive
Lisanne started as a lead generation expert with CBY Professional Services in 2015 before becoming Business Development Executive in 2020. She has special certifications with Sandler Foundations, as a Corporate Health Advisor, a Phlebotomy and Medical Technician, and a Toxicology Understudy.
She thrives on connecting with others and building relationships in her role at CBY and in her community. Lisanne is on the board of directors as the DEI chair for the Hanover Area Human Resource Association, is an ambassador for the Hanover Area Chamber of Commerce, and serves on the membership committee for The Manufacturers’ Association.
Lisanne and her husband, Michael, enjoy camping, fishing, foraging, and spending time with family. They have a range of animals they keep, including horses, a donkey, miniature pigs, and chickens. They also show Jack Russell Terriers, one of which won the National Puppy Confirmation Champion in 2020.
Shawna Kane
Director of Operations
Shawna has been with CBY Professional Services since 2014, where she has played a key role in bringing CBY into the future with a new breadth of services to meet client needs. She has a bachelor’s in Accounting and a Fair Credit Reporting Act (FCRA) Certification.
Shawna moved from Ohio to Pennsylvania in 2001. She has one sibling — her fraternal twin sister — and has three dogs and two cats with her fiancé. Shawna enjoys visiting the pool or beach in the summer, and spending time in Florida or crocheting in the winter.
Mindy Bailey
Department of Transportation (DOT) Specialist
Mindy brings over 30 years of DOT compliance expertise to CBY Professional Services. She previously maintained a large fleet of DOT and NON-DOT Driver Qualification files covering the Eastern and Central States, as well as managed random DOT drug and alcohol testing programs for those drivers.
Being married to a professional truck driver for over 30 years inspired Mindy’s passion for the trucking industry. She serves the trucking industry by volunteering her time to the Pennsylvania Motor Truck Association. Mindy has been a member of the York/Adams Chapter Board of Directors for over 15 years, and currently holds the position of Secretary of the Board for the Chapter.

Board of Directors
James Tanzola
Board Chair
James has served the board of CBY for about 15 years. He is retired from a 22-year career as a mortgage loan officer and broker and a decade as a home builder. He has a bachelor’s in NROTC and Naval Science from Villanova University.
James lives on a 30-acre horse farm with his wife, with whom he has two daughters and one grandchild.
Jon Toy
Board Treasurer
Jon is the owner of FASTSIGNS Lancaster and York. He double majored in Accounting and Financial Management at Abilene Christian University. He joined the board of CBY in 2016 and has enjoyed seeing the inner-workings of a member-owned organization and working to provide benefit to those members.
Jon has been married for more than 20 years to his wife, Crystal, and they have three children. They enjoy hiking at various locations through the United States.

C. Kim Bracey
Board Member
C. Kim Bracey is the CEO of YWCA York. She is a graduate of York City Schools, and attended Bloomsburg University, the United States Air Force Community College at Maxwell Air Base in Alabama, and Drexel University in Philadelphia. She has an Honorary Doctorate of Humane Letters from York College of Pennsylvania, along with numerous certificates and continuing coursework.
Kim is a veteran of the United States Air Force and served eight years as the mayor of the City of York.
Robert Freed
CPA, Board Member
Robert is a retired managing shareholder for SF& Co, CPA’s and SF Financial. He has enjoyed watching CBY develop a mission and empower its team to see that mission forward. He hopes to help CBY increase its community engagement and contributions.
Robert has a bachelor’s in Accounting. He has two sons, a daughter, and seven grandchildren. He enjoys golf, reading, and hiking.
Walt Tilley
Legal Counsel, Board Member
Walter has served on the CBY board since 2014. He is a partner at Stock and Leader Attorneys at Law. Walter has a bachelor’s from Syracuse University, where he dual majored in Political Science and Psychology. He received his Juris Doctor from Temple University School of Law. Walter is married to Suzanne, and they have two children. He is a volunteer with the Rotary Club Youth Exchange program and enjoys finding host families for international students.
